The network is coordinated by the DA-Philippine Rice Research Institute (PhilRice), which was created in 1985 to direct and coordinate rice R&D activities of all agencies working on rice to improve the economic condition of the small Filipino farmers.

The workshop was attended by 63 officials, staff members, and consultants of PhilRice and supported by the DA-Bureau of Agricultural Research (BAR). Keynote speaker was Dr. Eliseo Ponce, BAR director.

A new cold-tolerant and high-yielding rice variety suited to the cool climate of the Cordilleras has been bred.
