CAGAYAN DE ORO CITY, Philippines – Massive flooding in Northern Mindanao in the last few weeks has displaced 138,788 persons and counting, mostly women and children. This has raised  fears among regional, provincial and local officials here of a possible outbreak in diseases in various evacuations centers as the first case of dengue was recorded today in Gingoog City.
