Singson (Lakas-CMD-Bileg) won in 25 towns, the partial and unofficial vote count by the local Lakas headquarters showed.
Rafanan (KNP) went on air over radio station dzXE and said he was conceding defeat to Singson.
Re-electionist Reps. Salacnib Baterina (Lakas-CMD, first district) and Eric Singson (LP, second district) also emerged victorious in Mondays polls.

The annelids, which farmers call bileg, do not actually feed on crops. However, they burrow into the soil when the rice paddies are irrigated. Water flows through their burrowed paths, causing the paddies to dry up, sag and erode, eventually adversely affecting the crops.

Councilor Larry Gapusan was felled by seven gunshot wounds, two in the head, one in the chest and four in the back, inflicted by a masked gunman inside his farm at about 8 a.m. last Friday.
A farmhand, who was with Gapusan during the incident, said the councilor had just entered the farm, fenced off with chicken wire, when he was gunned down.
