Engr. Wilfredo Mallari, head of the DPWH first engineering district, told The Star that the 23-km stretch of Roman Superhighway from the Layac junction in Dinalupihan town down to Abucay town requires re-blocking due to its deplorable state despite the regular maintenance works.
