President Gloria Macapagal-Arroyo on Wednesday certified as urgent a bill postponing the barangay elections, which has been set for October 29.

Executive Secretary Eduardo Ermita said the President was appealing to the Senate to pass the bill which would reset the Barangay and Sanggunian Kabataan elections.

The House of Representatives had earlier filed House Bill 2417 postponing the elections, citing the lack of funds.  The bill moves the polls to the second Monday of May 2009.
