Mangaoang, through her counsel, former provincial prosecutor Oliveros Kintanar, asked the appellate court to issue a temporary restraining order against Morales' Customs Personnel Order 169-2006 reassigning her to Iloilo City and appointing collector Grace Caringal as her replacement.
