ACT-CIS seen to win 3 congressional seats

MANILA, Philippines — The Anti-Crime and Terrorism Community Involvement and Support Inc. (ACT-CIS) is expected to secure three congressional seats in the May 2025 elections with a 14.04 percent voter preference, according to the results of Tangere’s survey on party-list this month.

The figure is almost three percent higher compared to the previous month’s survey. The primary drivers of voter preference are from the lower middle-income class in Metro Manila and Calabarzon.

Following the ACT-CIS distantly are the five party-lists that are estimated to secure two seats in Congress. These are 4Ps or Pagtibayin at Palaguin ang Pangkabuhayang Pilipino with 5.67 percent voter preference; Duterte Youth, 3.50 percent; Ako Bicol, 3.25 percent; 1-Rider or Ang Buklod ng mga Motorista ng Pilipinas, 3.13 percent and the Malasakit at Bayanihan Foundation Inc., with 2.46 percent.

Thirty-eight other party lists are anticipated to have one seat each, including incumbent party-lists led by the following: ACT Teachers, 1.96 percent and Gabriela Women’s Party, 1.67 percent, a notable decrease from the previous month’s survey, leading to a drop to one seat in Congress.

Senior Citizens party-list received 1.58 percent voter preference score while Agri-Agra na Reporma sa Magsasaka ng Pilipinas had 1.50 percent.

New party-lists groups included in the survery are Solid North, 1.21 percent voter preference driven by voters from Region 1; Maharlikang Pilipino sa Bagong Lipunan, 1.14 percent from voters from the Visayas; Sulong Batang Quiapo, 1.07 percent from Metro Manila voters; FPJ Panday Bayanihan, 1.00 percent; Vendor party-list, 0.67 percent driven by increase in social media awareness from third nominee, Deo ‘Diwata’ Balbuena.

The survey, conducted from Nov. 13 to 16, used a mobile-based respondent application with a sample size of 2,400 participants.

The proportion spread throughout the Philippines was 12 percent from the National Capital Region, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from the Visayas and 23 percent from Mindanao. The survey has a +/- 1.96 percent margin of error at 95 percent confidence level. It employed a Stratified Random Sampling method (Quota Based Sampling) to ensure the quality and proper representation of the data.
