MANILA, Philippines — Multi-awarded horseman and incumbent Leyte Vice Gov. Leonardo “Sandy” Javier Jr. has thrown his full support behind the development of a new thoroughbred racetrack in Padre Garcia, Batangas, owned and operated by HAPI Jockey Club Inc. and to be known as the Philippine Jockey Club.

Javier, owner and founder of Andok’s Litson Corp., has been a stalwart of the Philippine horseracing industry for 35 years, and as breeder has produced great champions like Strong Material, Wind Blown, Empire King and Magna Carta, among others.

His entry as the newest investor of the project will further hasten its development.

Under Republic Act No. 11649, HJCI was granted a 25-year franchise to construct, operate and maintain racetracks for horse racing in the provinces of Batangas, Laguna and Cavite.
