Palmera also made five rebounds, six assists and four steals as she powered the Lady Tams to their third victory in four games in a tie with Adamson and La Salle in second.
Two-time defending champion Adamson had little trouble disposing of Ateneo, 69-44, while La Salle defeated UP, 38-29.
University of Santo Tomas thwarted National U, 62-58, to remain in the lead at 4-0 card.
Karen Kolumna added 16 points for FEU, which dealt UE its fourth straight loss.
Cindy Resultay dished out a 13-point, 17-rebound performance while Dianne Ventura also scored 13 points for UE.
Anna Buendia scored 14 and grabbed 14 rebounds, Angelica Ortega and Fria Bernardo added 11 points each, Snow Penaranda made 10 with 13 rebounds and Jinky Balasta chipped in 10 points for Adamson.
Ateneo dropped to 2-2.
Sarah Mercado came through with 14 and 10 rebounds and Danica Jose had 10 points and 11 caroms for the Lady Eagles.
The Tigresses drew 16 points from Juvelyn Andaya while Paula Bombeo had 13 points and hauled down 11 rebounds.
NU slid to 1-3.
