De Villa, one of three sisters playing in the circuit, pounced on a big collapse by Dela Paz on the ninth hole where the latter took a double par then played steady coming home to escape with the victory.
De Villa scored a 92 while dela Paz closed out with a 93 for 268 and 269 totals, respectively.
The other winners were Aran Olea and Remijin Camping in Calss A, Miko Yee and Geleen Handog in Class B, Bren Sumampong in boys Class C, Isabela Pineda in girls Class D and Bino dela Paz and Sun Mi Huang in Class E.
The Tour takes a Holy Week break before the jungolfers play the season’s biggest leg, next week’s Junior World qualifying at Southwoods and Riviera.
Olea’s 80-243 gave him a four shot win over Nonoy Negrido, Camping’s 82-246 put her far ahead of Pauline Ponciano (99-298), Sumampong (87-258) finished two up on Anelo Asistio (90-260) and Pineda won by eight over Farah Monsaive with a 110-339.
Bino dela Paz (81-249) and Sun, daughter of a Korean expat, took their divisions with plenty to spare.
Yee rallied with an 81-238 to beat the fancied Tonton Asistio by three while Handog turned in her best score in three days of 86 for 271 and the biggest winning margin in the tourney of 104 strokes.
