Mateo, the PSCs current deputy executive director for Finance and Administrative Services, took over the position after receiving the order from Buhain yesterday afternoon.
"In the interest and exigency of the service, Edgardo Mateo, of the DEDFAS, is hereby designated as the acting executive director of the PSC effective immediately," said Buhain in the letter.
"As such Cesar Pradas is now directed to re-assume his original position as the head of the PSC Planning and Programs Development Division," he added.
Buhain replaced Pradas as acting executive director reportedly because the latter was without a Career Executive Service Officer 4 (CESO), a civil service requirement for a person to occupy the post.
Only Mateo and Deputy Executive Director for Coordinating Secretariat and Support Services Junie Dizon are qualified for the position because they have CESO 4.
Mateo said the recent appointment was nothing new since he has occupied the same position during the time of former PSC chairman Philip Ella Juico.
"Its nothing new to me," Mateo told The STAR. "Its only an additional burden of work and responsibility."
