MANILA, Philippines — Hinuli ng mga otoridad ang beteranong mamamahayag na si Howie Severino matapos diumano lumabag sa quarantine protocols ngayong laganap ang novel coronavirus disease 2019 (COVID-19).
Sa Facebook post ng photojournalist na si Luis Liwanag, sinabing dinala sa Amoranto Stadium, Quezon City ang peryodista para sa isang "short seminar on proper use of face masks in public."

"Journalist Howie Severino who momentarily pulled down dis mask for a drink, is apprehended by barangay officers and police," sabi ni Liwanag, kalakip ang mga litrato ng paghuli.
"About hundreds of persons including women and the elderly were brought in."
Kasalukuyang general community quarantine (GCQ) pa rin sa Metro Manila, na lugar kung saan hinuli si Severino. Ilang lungsod sa National Capital Region (NCR) gaya ng Makati ang nagpapataw ng multa at parusang kulong sa sinumang hindi magsusuot ng facemask sa mga pampublikong lugar.
Nangyayari 'yan kahit hindi pa rin naparusahan si National Capital Region Police Office (NCRPO) chief Maj. Gen. Debold Sinas nang tanggalin ang facemask sa isang birthday "mass gathering" noong mahigpit pa ang lockdown sa Metro Manila.

Kinukuha pa ng PSN ang panig ng pulisiya ngunit hindi pa tumutugon si Philippine National Police (PNP) spokesperson Brig. Gen. Bernard Banac hinggil sa insidente.
Kilalang COVID-19 survivor si Severino, at kilala rin sa bansag na "patient 2828" ng gobyerno.

"Since the pandemic is far from over, many more will be infected and confined. Some will not make it," sabi noon ni Howie sa isang pahayag.
"Those of us among the pioneers — I’m Patient 2828 in the lower part of the curve - have a responsibility to talk about this experience in a way that will enable the public to understand it, lessen the fear, and create compassion for those who survived COVID-19."
