Edu sinagot ang komento ni Rep. Tieng

Sinagot ni Edu Manzano ang mga sinabi noon ni Congressman William Erwin Tieng ng Buhay Party List.

Nagkomento kasi noon si Congressman Tieng tungkol sa performance ng Optical Media Board (OMB) at sa hindi pagsipot ni Edu sa budget hearing para madagdagan ang pondo ng government agency na pinamumunuan niya.

Malaki ang malasakit ng congressman sa movie industry kaya bothered siya sa problema sa film piracy. Eh nabasa ni Edu ang mga sinabi ni Congressman Tieng kaya may-I-answer niya ng punto per punto ang mga isyu:

Dear Mr. Tieng,

You were quoted as raising issues with the performance of the Optical Media Board. May we be favored with the data on which your comments were based, so that we could compare them with the following verified and documented facts, to wit:

• The  United States Trade Representative lauded the accomplishment of the Optical Media Board in its 2008 USTR 301 report. In point of fact, the USTR recommends the further strengthening of the OMB.

• The Motion Picture Association similarly recognized the efforts of the OMB in fighting against counterfeit optical media, so much so that we’re tasked to be the lead agency in the fight against unauthorized cam cording in the meantime that Congress, of which you are a member, passes a specific law against unauthorized cam cording.

• In the same vein, in the absence of a specific law, there is a steady increase in the problem of digital downloading which, at present, is pegged at 13.9 percent in internet piracy. In a meeting with Secretary Cerge Remonde last 2007, we were informed by your uncle, Mr. Wilson Tieng, that your good office would sponsor a bill both on unauthorized cam cording and internet piracy, which, to date,  we are sure you are still seriously deliberating on.

• Both unauthorized cam cording and internet piracy are outside the jurisdiction of the OMB, but our agency has been very creative to be part of the solution to these problems, particularly our intensified efforts against internet cafes.

The Film Development Council of the Philippines commissioned the Social Welfare Station, which in an independent study, recognized a 40 percent increase in the income of local movie producers, again due to the efforts of the Optical Media Board.

• The Quiapo vendors association reported a 12 percent decrease in optical media piracy, saying that the traders have shifted to the sale of fake RTWs, luxury goods, mobile phone accessories and electronic products.

• For the last quarter of 2007, particularly in December, there was no available legitimate Microsoft Operating System in the market, which lack was driven by the continuing compliance of internet cafes to use legitimate software. Attached are import permits issued by the agency showing a sharp increase in the importation of legitimate computer software for the year 2008, which only shows that the public are already aware of the need to use legitimate software.

It might likewise interest you, as the representative of Buhay, the lead organization which fights for the welfare of both women and children, that the undersigned, together with Atty. Rosendo Meneses and Atty. Cyrus Paul Valenzuela, initiated an anti-child pornography campaign. Presently on board with the campaign are the Catholic Bishops Conference of the Philippines, Honorable Congressman Bienvenido Abante, Honorable Chair Ma. Consoliza Laguardia and Atty. Eric Mallonga, both of the MTRCB.

Finally, the  records of both the House of Representatives and the Senate of the Philippines on the deliberations of the General Appropriations Act of 2008 would show that both bodies required the personal presence of the undersigned before the agency’s budget was deliberated and approved.

You may also consult Honorable Congresswoman Zenaida Angpin and Honorable Senator Francis Pangilinan, who can both attest that even before the actual budget hearing, the undersigned personally coordinated with them with the hope of increasing the budget allocation of the agency. Senator Pangilinan even proposed a P10-million increase in the OMB’s budget, which was unfortunately rejected by the Bicameral Committee.
