Dumaguete to ban motorists wearing bonnets, masks
CEBU, Philippines — In a month’s time from now, motorists wearing bonnets and masks within Dumaguete City will be apprehended and fined, according to an ordinance the City Council had approved on second reading during last Wednesday session.
The ordinance, sponsored by Councilor Franklin Esmena Jr. and co-sponsored by Councilor Antonio Remollo, prohibits the wearing of masks, bonnets and other things that would conceal a person’s face and identity.
Esmena and Remollo cited police records showing that criminal groups—killers, holduppers, robbers and snatchers, among others, have been using bonnets or masks apparently to avoid being identified by witnesses or victims.
Also prohibited from wearing masks and bonnets are motorcycle backriders, hitchhikers, collectors of lending companies and other residents while walking in the streets.
Exempted from this law are those who have to cover their faces due to religious practices, activities or festivals and health reasons. (FREEMAN)
