Marañon vows to put Canieso permanent NOPPO head

BACOLOD CITY, Philippines  — Governor Alfredo Marañon Jr. said Friday he already promised Supt. Remus Zacharias Canieso that he will appoint the latter as director of the Negros Occidental Police Provincial Office (NOPPO).

Canieso, former deputy police provincial director for administration of NOPPO, was designated temporary caretaker or officer-in-charge (OIC) of NOPPO effective July 10, as Senior Supt. Allan Guisihan, outgoing NOPPO director, will occupy a higher post in the Police Regional Office-6 (Western Visayas).

Also stated in the relief order of Guisihan is the designation of Senior Supt. Milko Lirazan, chief of the 6th Regional Public Safety Battalion, as OIC of NOPPO reportedly starting July 18.

Marañon however said he told the PRO-6 to defer the designation of Lirazan because he wanted Canieso to be the OIC of NOPPO until such time that the latter can be appointed permanent director.

Canieso who holds the rank of a superintendent cannot be promoted to a police provincial director, which needs the rank of a senior superintendent. But Marañon said Canieso is up for promotion as senior superintendent this September and he will wait for that time before appointing him to NOPPO.

The governor said he was promised by PRO-6 not to replace Canieso as OIC, but the gauge on whether Canieso will stay longer as OIC and eventually occupy the top NOPPO post, will depend on his performance.

Marañon said he preferred Canieso to be the permanent NOPPO director because of his good record and the fact that he is from Bacolod means he is familiar with the terrain of Negros and the dynamics of the province. “I believe he (Canieso) can handle Negros Occidental,” he said.

Canieso used to be battalion commander of the 6th Regional Public Safety Battalion, 4th Company Commander in Cauayan, training director for basic recruit in Hinigaran town and then chief of police of Sagay City during the time of the late Mayor (and then Governor) Joseph Marañon.

Chief Supt. Cipriano Querol, Jr., PRO-6 director, said Guisihan was promoted OIC of the PRO-6 directorial staff, the fourth highest post in the police force of Western Visayas.

Guisihan was NOPPO director for almost two years, having assumed the post in 2010. At the PRO-6, he will take over the post formerly occupied by Sr. Supt. Wesley Barayuga who was promoted to deputy regional director for operations.

Barayuga replaces Sr. Supt. Manuel Felix, who took over his present position as PRO-6 deputy director for administration from retired Chief Supt. Ernesto Tesoro.
