Sa 20-pahinang desis­yon ni Pasig Metropolitan Trial Court, Branch 153 Presiding Judge Jesusa Lapuz-Gaudino, napatunayan na si Svend Agodilos Rances ay “guilty beyond reasonable doubt” sa kasong Falsification of Official Documents by a Private Individual under Article 172, in relation to Article 171, ng Revised Penal Code at pinagbabayad ng P50,000 sa bawat bilang o higit P2-milyon na may “subsidiary imprisonment in case of insolvency”.

Sa pekeng claim sa PhilHealth

MANILA, Philippines — Hinatulan ng korte ang isang hospital clerk na makulong ng 138 taon sa 46 bilang ng kaso kaugnay sa pekeng hemodialysis claim sa Phi­lippine Health Insurance (PhilHealth) noong 2019.

Sa 20-pahinang desis­yon ni Pasig Metropolitan Trial Court, Branch 153 Presiding Judge Jesusa Lapuz-Gaudino, napatunayan na si Svend Agodilos Rances ay “guilty beyond reasonable doubt” sa kasong Falsification of Official Documents by a Private Individual under Article 172, in relation to Article 171, ng Revised Penal Code at pinagbabayad ng P50,000 sa bawat bilang o higit P2-milyon na may “subsidiary imprisonment in case of insolvency”.

Sa resolusyon lahat ng elemento ng kasong estafa ay wala sa mga respondents na doctor na napatunayan na hindi sila kasama sa nagpasilpika ng claim documents na isinumite sa PhilHealth.

Natukoy ito sa mga pinekeng form sa forensic analysis ng Philippine National Police-Questioned Documents Examination Division (PNP-QDED).

Naging instrumento para mahatulan si Rances ang testimonya nina Dr. Gjay Ordinal, Czareene Manalo,Marife Abonitalla (PNP-QDED document examiner), Carine Galban, at Zayme Gaerlan.

Nabatid na pineke ang Claim Signature Form (CSF),PhilHealth Benefit Eligibility Form (PBEF), at ang Statement of Account (SOA) at siyang nagpasok ng false claims sa PhilHealth, para sa umano’y treatment ng 12 dating pasyente ng hemodialysis unit of TriCity Med.
