Pagpapahusay ng taxi transport service

PATULOY tayong nakakabalita ng mga reklamo sa ser­bisyo ng taxi sa bansa, partikular ang ginagawa umano ng ilang tsuper na paniningil ng pamasaheng lagpas sa itinatakda ng batas, paggigiit ng “kontrata system” sa halip na gumamit ng metro, at pamimili ng pasahero na malalapit lang ang destinasyon.

 Ayon kay Sen. Jinggoy Ejercito Estrada, “Ang pag-commute, laluna sa Metro Manila, ay madalas nagiging problema ng mga kababayan. Mas mura ang pamasahe sa mga jeepney o bus pero karaniwang naiipit ito sa mabigat na trapik sa ruta nito.

 Mayroon din sanang opsyon na sumakay sa rapid transit system (MRT at LRT) pero maraming beses na ring nakaranas ang publiko rito ng malfunctioning at iba pang teknikal na problema.

Habang hinihintay na maisaayos ang sistema ng ibat-ibang uri ng transportasyon at magkaroon pa ng mas maraming opsyon sa pag-commute ay marami ang napipilitang sumakay ng taxi dahil na rin sa convenience ng direktang paghahatid nito sa mismong destinasyon ng pasahero kaya hindi na magpapalipat-lipat pa ng sasak­yan. Kailangan lang na mapaghusay ang serbisyo ng taxi transport service.”

Kaugnay nito ay isinusulong ni Jinggoy ang Senate Bill 2872 (Penalizing the charging of taxi fares which are higher­ than the official rates, the failure to use taxi meters, or the refusal to carry without cause taxi passengers to their pla­ces of destination).

 Alinsunod sa panukala:

A.) Any person (taxi driver) who violates… shall, after due process, be penalized with a fine of from 5,000 to 10,000, and shall be suspended from driving for a period of up from one year to five years. Any subsequent violation… shall be penalized with a permanent disqualification of the offender from driving any common carrier.

B.) The common carrier or operator of the vehicle… shall be penalized with a fine of from 10,000 to 20,000.

C.) The vehicle involved in the violation… shall be impounded… for a period of from one month to six months.

D.) The Secretary of Transportation and Communications shall promulgate the rules and regulations to implement this Act.
