Palawakin ang night school system

MARAMI ang umaasa na agad nang mapagtitibay at ma­isa­sabatas ang isinusulong ni Sen. Jinggoy Ejercito Estrada na Senate Bill 2870 (Institutionalizing the opening of night classes).

Hindi kasi sapat ang access ng ating mga kabataan sa edukasyon. Ito ay bunsod ng ibat-ibang dahilan, tulad ng kakulangan sa mga iskwelahan at pasilidad, limitasyon sa oras ng mga kabataang tumutulong sa kanilang mga magulang sa pagtatrabaho at iba pang gawain, at kakulangan din sa mga programang pang-ayuda sa edukasyon partikular ang mga scholarship grants, alternatibong pamamaraan sa pag-aaral at iba pa.

Ayon kay Jinggoy, “The night school system is one of the most practical options for our youth who want to continue their studies but are constrained by other activities, mostly by helping their families earn a living during daytime. Mayroon namang night schools o night classes sa ilang lugar sa bansa, pero mayroon ding mga lokalidad na hindi available ang ganitong serbisyo. Layon ng aking panukala na ma-institutionalize ito, at tiyaking mayroong at least isang night school sa bawat Congressional district. Sa ganitong paraan ay mapalalawak ang access ng mga kabataan sa edukasyon.”

Alinsunod sa panukala:

A.) There shall be established night school classes using the existing elementary and high school facilities all over the country. Initially, at least one night high school shall be established in each Congressional district. All public elementary and high schools shall open their school facilities to be used for this.

B.) The night high school shall offer general secondary education proper based on the DepEd approved curriculum, and shall be open to all qualified students.

C.) The teachers of the night high school shall be paid compensation not less than that provided in Republic Act No. 4670 (Magna Carta for Public School Teachers) and other existing laws, computed on an hourly basis and ta-king into account such premium compensation rates provided by law for night time service and overtime work.

D.) The DepEd shall issue the corresponding rules and regulations.
