NAKALULUNOS ang sagupaan ng Philippine National Police-Special Action Force (PNP-SAF) at mga elemento ng Moro Islamic Liberation Front (MILF) at iba pa umanong grupo sa Mamasapano, Maguindanao, kung saan ay 44 na miyembro ng SAF ang namatay.
Kaugnay nito ay agad nanawagan si Sen. Jinggoy Ejercito Estrada ng malalimang imbestigasyon sa natu-rang pangyayari.
Alinsunod sa proposed Senate Resolution 1134 ni Jinggoy, dapat umanong pangunahan ng Committee on Public Order and Dangerous Drugs, Committee on Peace, Unification and Reconciliation at ng Committee on Local Government ng Mataas na Kapulungan ang imbestigasyon.
Ayon kay Jinggoy, “There is a need to review the conduct of this particular police operation and to revisit protocols that have to be followed to prevent failure and misfortune in the future.”
Kailangan din aniyang suriin ang kasalukuyang lakas at kapabilidad ng PNP. Matatandaang maraming isinulong na hakbangin si Jinggoy para ibayong palakasin ang kapulisan. Ilan dito ay ang Senate Bill 360 (PNP Modernization Act), SB 1964 (Magna Carta for the PNP), at SB 131 (Act transferring the administrative supervision and operational control of police academy and trai-ning institute to the PNP).
Dapat din aniyang alamin kung tama ba ang polisiya at practice na ang PNP lang ang may obligasyong mag-serve ng warrant of arrest kahit sa mga international terrorist tulad ng Malaysian bomb maker na si Zulkifli Bin Hir, na miyembro umano ng Jemaah Islamiyah at may patong na $5 million bounty mula sa United States Federal Bureau of Investigation.
Dagdag pa ni Jinggoy, “The unfortunate incident should lead to intensive assessment and effective reforms in law enforcement so that the death of these policemen will not be in vain.”
