ISINUSULONG ni Sen. Jinggoy Ejercito Estrada ang Senate Bill 2499 (Regulating the operation and maintenance of internet cafes, video and computer game shops and other establishments providing computer services within the vicinity of schools, public playgrounds, day care facilities, and churches).
Pinansin niya na maraming kabataan laluna ang mga estudyante ang nalululong sa naturang mga establisimento at napababayaan naman silang gumamit ng computer kahit sa oras ng kanilang klase.
Aniya, “Study, play, and pray time are essential to the development and well-being of our children, and to ensure that they are not robbed by computer activities, it is necessary to regulate the location of computer establishments.”
Itinatakda ng panukala ang mga sumusunod:
No video and computer game shops shall be operated or maintained within the radius of 500 meters from schools, public playgrounds, day care facilities and churches.
In order to ensure compliance with this, video and computer game shops shall be required to install video monitoring systems within their establishments.
Provision of filters to “lock out” and “disable” websites that are inappropriate for children and students; the filter shall be unlocked only upon request from adult customers.
Posting of specific time schedule for the use of computers by children and young students; students shall be allowed to use the computers only upon presentation of their school ID cards and a school certification issued by the authorized school official to the necessity of a research work.
Local government units concerned shall deputize personnel to render on-the-spot inspections of internet cafes, video and computer game shops and such other computer-related services operating near the vicinity of schools, playgrounds, day care centers and churches within their respective units; and review files and communication within the computer establishments… to ensure that children and students are using the system in a considerate and responsible manner.
Ang mga may-ari o operator ng nasabing establisimento na lalabag ay maaaring makulong nang hanggang isang taon, o pagmumultahin ng hanggang P100,000. Maaari ring kanselahin ang kanilang license to operate at tuluyang isara ang kanilang establisimento.
