KINIKILALA at hinahangaan sa buong mundo ang mga Pilipinong imbentor, at marapat lang na bigyan sila ng suporta at insentibo ng pamahalaan natin. Ito ang iginigiit ni Senator Jinggoy Ejercito Estrada sa kanyang inihaing Senate Bill 2300 (Philippine Inventors and Invention Incentives Act).

Much more can be achieved by our scientific luminaries if only the government fully supports them…”
Layon ng panukala na buhayin at muling paganahin ang Philippine Inventors Commission na pangunahing mag-aasikaso ng “technical, financial, legal and marketing assistance” sa mga Pilipinong imbentor.
Base sa panukala, “The Philippine Inventors Commission shall:
— accredit inventors and Filipino Inventors’ associations or organizations;
— render technical assistance in the preparation of the disclosure, description, abstract, claims, drawings and other documents relating to patent application;
— grant financial aid to inventors;
— render legal assistance to inventors by representing them in filing their patent application here and/or abroad… and in protecting their patent from infringement in patent cases;
— facilitate financial assistance from local and international lending institutions on the development of inventions;
— develop and establish import and export assistance programs and help inventors find markets for their inventions here and abroad;
— hold periodic contests, conventions, citations and awards to patented inventions, utility models, industrial designs, and creative research in the Philippines and abroad;
— assist inventors, scientists, technologists and researchers in joining national and international invention competitions;
--help organize, in coordination with other government agencies, creative societies in schools, colleges and universities to promote and encourage inventiveness among our youth and citizenry.
--provide tax exemptions and incentives to inventors, exemption from payment of license fees, permit fees and other business taxes, and free Patent Registration.”
Magtatatag din ng Invention Economic Zone o “Invention City” na magiging “site of public research laboratory, experimental station and manufacturing plants or factories.”
