3 pulis kinasuhan sa âgun-totingâ incident

MANILA, Philippines — Tatlong miyembro ng Quezon City Police District (QCPD) ang pormal na kinasuhan sa People’s Law Enforcement Board (PLEB) dahil sa kabiguan umanong bigyan ng proteksyon ang isang siklista na sangkot sa viral na “road rage” o gun-toting incident sa Welcome Rotonda ng nasabing lungsod noong Agosto 8.

Si Atty. Raymond Fortun, umaakto bilang isang concerned citizen ang naghain ng mga kasong Oppression, Irregularities in the Performance of Duties and Incompetence, sa ilalim ng Rule 21 ng NAPOLCOM Memorandum Circular 2016-002 sa PLEB ng Quezon City laban sa tatlong traffic police investigators na sina PSSG Darwin Peralta, PSSG Joel Aviso, at PEMS Armando Carr, pawang nakatalaga sa QCPD-Traffic Sector 4 ng Kamuning.

Lumilitaw na ang ‘di pinangalanang siklista at ang dating pulis na si Wilfredo Gonzales na sinasabing nanuntok ng baril matapos ang bangayan nila sa daan ay unang dinala sa QCPD Kamuning Police Station 11, dahil unang ikinonsidera ito bilang isang traffic incident lamang ng mga first responders ng QCPD Galas Police Station.

Wala namang naisampang kaso sa Kamuning at ini-refer ang mga partido sa Galas Police Station kinagabihan.

Giit ni Fortun, nabigo ang tatlong pulis na protektahan ang karapatan ng siklista nang hindi nila binigyan ng legal counsel. Bigo rin aniya ang mga pulis na i-secure ang CCTV footages sa lugar na siyang magiging batayan sana at magbigay-linaw sa magkakaibang pahayag ng magkabilang partido.

Kaugnay nito, pinuri ni QC Mayor Joy Belmonte ang ginawang hakbang ni Atty. Fortun laban sa tatlong pulis.

“What we need now are little acts of heroism from ordinary Filipinos to stand up for what is right to exact accountability from those in power.  This move of Atty. Fortun in filing a case with our PLEB is a vote of confidence that here in Quezon City, we will get things done. The proper process in the proper forum, which is the PLEB, will now take its course,” anang alkalde.

Dagdag pa niya, “This incident also highlights the need to institutionalize the presence of PLEB in other ­cities and municipalities to hear and decide the complaints filed against erring policemen. I am confident that the case filed in the PLEB will be handled without fear or favor.”

Samantala, sinabi ni PLEB Chairman and Executive Officer Atty. Rafael Vicente Cali­nisan na kaagad nilang aaksyunan nang patas at may “absolute dispatch” ang nasabing kaso.
