CEBU, Philippines - The Talisay City Council will soon fully institutionalize the creation of Public Employment Service Office as part of its effort to enhance its employment programs.
City Councilor Aldin Diaz, who authored the proposed ordinance, said his measure aims to push for more job opportunities for residents of the city.
"Based on the assessment of the present setup, the absence of a PESO officer to facilitate livelihood activities or job opportunities from various government agencies has become part of the issue," Diaz said.
Diaz is the chairman of the Committee on Labor and Employment.
Under the ordinance, the PESO office is to be created in order to provide employment service to all unemployed and underemployed constituents in the city with the coordination of the Department of Labor and Employment for effective implementation of the programs.
The city employment office, according to Diaz, will not only provide employment facilitation services, but also offer front-line services in livelihood and manpower development; training; skills registry updating and maintenance; and labor market information dissemination.
"The more institutionalized PESO we have, the better will be the employment facilitation services capability of the city government," Diaz said.
If the ordinance will be approved, the city will be hiring following positions: PESO manager, labor market information officer and placement officer.
Under the proposal, the PESO shall perform the following functions: to encourage employers to submit to PESO on a regular basis a list of job vacancies in their respective establishments in order to facilitate the exchange of labor market information between jobseekers and employers and provide persons with entrepreneurship qualities access to the various livelihood and self-employment programs offered in the city by both government and NGOs. — (FREEMAN)
