‘IRR sa panukalang batas, pampagulo’

MANILA, Philippines — Itinulak ni Senador Francis “Tol” Tolentino na ma­ging self-executory ang mga panukalang batas nang hindi nangangailangan ng Implementing Rules and Regulations (IRR).

Sa Kapihan sa Manila Bay nitong Miyerkules, binanggit ni Tolentino ang amiyenda na kanyang ­iniambag na ginawang self-executory ang naaprubahang Senate Bill No. 2432,  kilala rin bilang Anti-Agricultural Economic Sabotage Act.

“For the first time, we have a bill which contains in its final section, on the effectivity date, ‘this law shall become effective 15 days after its publication in the Official Gazette or in a newspaper of general circulation, without the need for the issuance of Implementing Rules and Regulations’,” pahayag ni Sen. Tol.

Sinabi ni Sen. Tolentino na ang mga IRR ay madalas na nakagagambala sa layunin ng batas. Ang paggawa ng batas ay mandato ng lehislatura.

“Kalimitan ang IRR ang nagpapagulo, binabago nila iyong laman ng batas,” giit niya.

Sinabi rin ni Tolentino na ang aplikasyon ng ­naturang probisyon ay “prospective in nature” at magsisilbing template para sa mga susunod na bill.

“I hope this will become a template for all laws to come na di na [kailangan] kasama ang IRR,” ayon pa sa senador.
