MANILA, Philippines —  Kahit mabilis ang paglago ng ekonomiya bago pumasok ang 2023, duda ang isang research group na mauulit pa ito — ito maliban sa hindi ito naramdaman ng karaniwang tao dahil sa kahirapan at kawalan ng permanenteng trabaho.

Ito ang sinabi ng economic think tank na IBON Foundation, Biyernes, matapos iulat ng Philippine Statistics Authority na umabot sa 7.2% ang gross domestic product (GDP) growth sa huling kwarto ng 2022, dahilan para umabot ito sa 7.6% para sa buong taon.

"[T]he government is misleading the public about the growth and overdoing it by ascribing it to the president’s 'good economic stewardship,'" ayon sa grupo.

"The 7.6% full-year growth is only because the economy was finally fully reopened after the over-long and excessively harsh lockdowns."

Sinusukat ng GDP ang kabuuang halaga ng produkto at serbisyo sa loob ng bansa sa isang takdang panahon. Mas mataas ang GDP growth ngayon kaysa sa 5.8% na target ng administrasyong Marcos para sa 2022 at ang 7.5% na inaasahan ng ilang analysts.

Pero paliwanag ng IBON, ang nangyayari ngayon ay pagbalik lang sa taong nawala sa economic output ng Pilipinas buhat ng COVID-19 pandemic.

"The fast growth will not be sustained as the rebound effect from the record 9.5% contraction in 2020 has been exhausted," dagdag pa nila.

"The lackluster performance of the country’s production sectors is another sign that rapid growth will not be sustained. The agriculture, forestry and fishing sector barely registered a 0.5% growth from the 0.3% contraction in 2021 and has yet to match the already low 1.2% growth in pre-pandemic 2019. Meanwhile, manufacturing growth slowed to 5% in 2022 from its 8.8% rebound growth in 2021."

Kahirapan, gutom at job woes sa gitna ng 'growth'

Sa kabila ng ipinagmamalaki ng gobyerno, lumobo patungong 12.9 milyong pamilyang Pilipino ang nagsasabing sila'y "mahirap" nitong Disyembre ayon sa Social Weather Stations survey, na siyang mas marami ng 300,000 kumpara noong Oktubre.

Kahit na pinakamababa ang unemployment rate nitong Oktubre sa loob ng 17 taon, bumaba naman ang kabuuang bilang ng may trabaho: mula 2.5 milyon noong Setyembre patungong 2.24 milyon. Kasalukuyan ding nasa 14.2% ang underemployed, o 'yung mga naghahanap ng dagdag na oras ng trabaho.

"IBON estimated that 29.3 million or 69.9% of total employment was just in informal work in 2019. This is comprised of the 16.8 million openly informal – i.e., self-employed, domestic workers, and those in family-owned farms and businesses - and around 12.6 million in irregular work in unregistered establishments," sabi pa ng grupo.

"Since the start of the Marcos Jr. government, eight out of ten (79.3%) jobs created have been in merely part-time work. IBON estimates that some 36.7 million or three-fourths (74%) of those reported as employed are struggling in informal work."

Matapos ang mahihigpit na lockdowns, lumobo raw ito sa 32.8 milyong informal workers o 71.6% ng kabuuan employment noong 2022.

Kung idadagdag pa ito sa 2.6 milyong officially reported bilang unemployed, 3/4 (73.2%) ang kung hindi man walang trabaho eh informal ang empleyo.

Nangyayari ang lahat ng ito habang pinakamatulin ang pagtaas ng presyo ng bilihin sa loob ng 14 taon, matapos umabot sa 8.1% ang inflation rate noong nakaraang buwan. Bukod pa ito sa 3 milyong pamilyang nagsabing nagutom sila sa huling kwarto ng 2022.

Inirerekomenda ng IBON Foundation sa gobyerno na ibuhos ang malaki nitong rekurso sa makabuluhang ayuda, pagtataas ng sahod at subsidyo upang masuportahan ang maliliit na negosyante at producers upang magkaroon ng "genuine boost" sa economic growth na pakikinabangan nang marami.
