Imbestigasyon ikakasa sa 'pagdukot' ng Army sa 2 buntis na NPA
MANILA, Philippines — Maglulunsad ang Commission on Human Rights ng isang "independent motu proprio investigation" patungkol sa diumano'y abduction ng militar sa dalawang buntis na rebelde nitong ika-3 ng Nobyembre 2022 sa Butuan City.
Ito ang sinabi ng komisyon, Huwebes, kaugnay ng pagkawala ng New People's Army members na sina Aurily Havana at Jennifer Binungkasan na siyang dinagit daw ng 402nd Infantry Brigade ng Armed Forces of the Philippines, ayon sa Communist Party of the Philippines.
"Noting the reported condition of the allegedly abducted women, CHR CARAGA has proceeded in conducting an independent motu proprio investigation of the case," wika ng CHR kanina.
Dinukot o sumuko?
Aniya, napagdesisyunan nilang magsagawa ng sariling imbestigasyon matapos din lumabas ang isang artikulo, Martes, na nagsasabing "sumuko" sina Havana at Binungkasan sa Municipal Task Force to End Local Communist Armed Conflic sa Las Nieves, Butuan kasama ang dalawa pa.
Doon, binanggit na binigyan daw ng atensyong medikal ang mga babae maliban pa sa pagkain at kabuhayan bilang bahagi ng Enhanced Comprehensive Local Integration Program ng gobyerno sa mga rebelde.
"As we ascertain the veracity of these pieces of information, we stress that regardless of a person's sex, gender, political affiliation, or any status, all humans are entitled of their rights," dagdag pa ng CHR.
"Enforced disappearance or the arrest, detention, abduction, or any form of deprivation of liberty carried out by agents of the State or by persons or groups acting with the authorization, support, or acquiescence of the State, with following refusal to acknowledge the deprivation of liberty, is a serious human rights violation."
"At the same time, as we continue to seek a more durable solution in achieving peace, respect for human rights is a constant, non-negotiable value that all sides—government and rebels alike—should always uphold."
Bagama't idinidiin ng komisyon na tutol sa sa armadong karahasan, ipinaaalala nilang labag sa Republic Act 10353 o Anti-Enforced or Involuntary Disappearance Act of 2012 ang pagdukot, na siyang pinarurusahan ng batas.
