46 patay sa 'bloodless' anti-drug operations ng pamahalaan, sabi ng PNP
MANILA, Philippines — Halos 50 na ang napapatay ng gobyerno sa drug operations simula nang maupo si Pangulong Ferdinand Marcos Jr., ito kahit idindiin ng pamalaang lalayo ito sa madugong anti-narcotics campaign ng dating Pangulong Rodrigo Duterte.
Ito ang ibinahagi ni Philippine National Police chief Gen. Rodolfo Azurin, Lunes, sa isang forum kasama ang Foreign Correspondents Philippines (FOCAP).
"Since the start of our campaign on illegal drugs, there are 46 involved in drug cases that were killed, of which 32 died in police operation conducted by the PNP and 14 were were conducted by [Philippine Drug Enforcement Agency]," ani Azurin kanina.
"Dito po natin nakikita na the PNP now wanted to minimize as much as possible the killings of people involved or engaged [in drugs]."
Oktubre lang nang ipagmalaki ng Department of the Interior and Local Government ang mahigit P6.7 bilyong drogang nasamsam ng gobyerno sa unang tatlong buwan ni Bongbong na "walang dumadanak na dugo."
Matatandaang umabot sa 6,252 katao ang namatay sa anti-drug operations simula Hulyo 2016 hanggang Mayo 2022 bago magtapos ang termino ni Duterte.
Sa kabila nito, naninindigan mang rights groups na labis na mas mataas pa riyan ang bilang ng namatay habang marami raw sa mga nabanggit ay hindi ginawaran ng due process.
Matagal nang mainit sa international community si Duterte dahil sa madugong kampanya, dahilan para udyukin ng UN Human Rights Committee ang gobyernong makipagtulungan sa posibleng imbestigasyon ng International Criminal Court pagdating sa "crimes against humanity."
"As much as possible, we really wanted a bloodless campaign on the war on drugs. But unfortunately, there are cases also that endanger the lives of our law enforcers... So [they] cannot do otherwise but to also ensure their safety," dagdag pa ni Azurin, na aminadong posibleng hindi na-assess nang maayos kung "harmful" ang mga drug suspects na napatay noon.
"But generally, our main focus is the preservation of human life. As much as possible, we avoid killing of the suspects or the drug peddlers and the arrested individuals."
'46 lang? Napatay 127 na'
Malayo ang datos ng PNP sa ibinigay ng UP Third World Studies Center pagdating sa mga napatay sa drug war mni Marcos Jr. simula ika-1 ng Hulyo hanggang ika-7 ng Nobyembre, ayon sa grupong Karapatan.
"127 individuals died in Marcos Jr.’s drug war. Majority of them were killed by state agents, despite the Philippine National Police’s claims of 'bloodless' anti-narcotics operations under the Marcos Jr. administration," ayon sa Karapatan sa isang pahayag kanina.
"There is almost no successful prosecution and zero final convictions of perpetrators in the sham drug war of former President Rodrigo Duterte. The drug war review panel has been reporting investigations on a number of cases – but then again, investigations on extrajudicial killings incidents since 2016 can barely be considered as 'real justice in real time.'"
Aniya, inaasahan nilang mananatiling empty rhetoric ang mga sinabi ng gobyernong "transformational reform," "real justice in real time" sa pag-uulat ng estado sa human rights situation ng Pilipinas matapos isailalim sa 4th cycle ng Universal Periodic Review ng UN Human Rights Council.
Dagdag pa ng Karapatan, nananatili ang nasa 842 political prisoners sa Pilipinas. Nasa 15 sa kanila ay inaresto lang daw sa ilalim ni Marcos.
Hinamon din nila ang UN Human Rights Council na panindigan ang mga rekomendasyon nila sa UPR at hawan ang daan para sa "matagal nang hinihintay" na independent investigation sa Philippine human rights situation. — may mga ulat mula kay Franco Luna
