Drilon kay Padilla: Mag-aral ka, mahirap sa komiteng pamumunuan mo
MANILA, Philippines — May payo ang abogadong si outgoing Sen. Franklin Drilon sa mga bagitong mambabatas gaya ni senator-elect Robin Padilla — na magiging chair ng Senate Committee on Constitutional Amendments and Revision of Codes — "mag-aral."
Kilalang kasama sa mga adbokasiya ni Padilla, isang action-star-turned-senator, ang pagpapalit ng sistema ng gobyerno patungo sa pederalismo na mangangailangan ng mga pagbabago sa 1987 Constitution.
"[M]ag-aral ka nang mabuti. That is a very clear advise... to senator-elect Robin Padilla. You know the committee that he chose to head, Committee on Constitutional Amendments and Revision of Codes and Laws," ani Drilon sa panayam ng ANC, Huwebes.
"This requires legal knowledge. And not only legal knowledge. You must have had exposure to the constitution. Remember it says revision of codes and laws, and the codes there refer to major laws like the Civil Code, the Revised Penal Code, the Corporation Code, all the codified laws. And it's not easy, not easy to do that."
Matatandaang isa sa mga plataporma ni Pangulong Rodrigo Duterte habang kumakandidato pa lang ang pederalismo, na siyang maghahati sa mga iba't ibang parte ng bansa sa magkakahiwalay na estado na pwedeng gumawa ng sariling batas sa layuning i-decentralize ang paggogobyerno.
Umani si Padilla ng 26.61 milyong boto sa katatapos lang na 2022 elections, dahilan para maging numero uno siya sa lahat ng incoming senators.
"I don't claim to know all of those, but certainly to a neophyte senator who have no exposure to this subject, he needs a lot of schooling," sabi pa ni Drilon.
"In fairness to the public who expects him to come up with policies insofar as, not only the process of amending the constitution, but the substance of the amendment, you must be able to debate with your colleagues so that you can come up with the most reasonable policy."
Una nang sinabi ni incoming senator Raffy Tulfo na kukuha siya ng kurso sa Public Administration para maghanda sa kanyang posisyon sa Senado.
