AFP: Tigil-putukan vs NPA ngayong Pasko? Huwag na lang

MANILA, Philippines (Updated 2:50 p.m.) — Hindi irerekomenda ng Armed Forces of the Philippines (AFP) kay Pangulong Rodrigo Duterte ang tigil-putukan laban sa New People's Army (NPA) ngayong holiday season, paglalahad ng kasundaluhan, Huwebes.

Halos naging kaugalian na sa mga nagdaang dekada ang pagdedeklara ng Communist Party of the Philippines (CPP)-NPA at gobyerno ng ceasefire tuwing Kapaskuhan, ngunit ayon sa AFP "hindi nila nakikikita ang sinseridad" ng mga komunista sa mga nagdaang taon.

"Many times in the past, the [Communist Terrorist Group] has shown it’s incapacity for sincerity and for being unfaithful to a covenant," ayon kay AFP spokesperson Marine Major General Edgard Arevalo ngayong araw.

"This was the AFP’s painful experience where the CTG reneged from their own ceasefire declaration by attacking and killing soldiers on humanitarian and peace and development missions."

Giit nila, kahit na may mga unilateral ceasefire na ipinatutupad noon ang parehong panig, tuloy pa rin daw ang mga rebelde sa kanilang "pangingikil" at opensiba laban sa gobyerno — bagay na matagal nang itinatanggi ng CPP-NPA.

Dati nang iginigiit ng NPA na ang mga sundalo ang sumusuway sa mga idinedeklarang ceasefire at "dinedepensahan lang ang sarili" sa tuwing nagkakaroon ng armed hostilities sa gitna ng temporary truce.

Pero giit ni Arevalo, kahit na nagkakaroon ng pansamantalang katahimikan ay ginagamit daw ng grupo ang panahong ito para makapagpalakas pa lalo ng armadong pakikibaka.

"They venture on peace talks only to give themselves the chance to regroup, refurbish, recruit new members, and recoup their losses," patuloy ng tagapagsalita ng AFP.

"Luis Jalandoni, a [National Democratic Front] negotiator, boldly declared that they push for peace negotiations not really to bring about tranquility, but to pursue armed struggle. They broker peace covenants as a means to an end which is to overthrow government."

Dahil dito hindi raw hahayaan ng kasundaluhan na "guluhin" ang totoong kagustuhan ng taumbahan pagdating sa katahimikan. Aniya, makakamit lang ito oras na tuluyang madurog ang CPP-NPA.

Sa kabila nito, tinitiyak naman daw ni Gen. Gilbert Gapay, AFP chief , na susuportahan nila anuman ang magiging desisyon ni Duterte pagdating sa usapin ng holiday truce.

Sa panayam ng PSN, sinabi ni Marco Valbuena, chief information officer ng CPP, na "bahala" ang AFP kung ayaw nila ng tigil-putukan, bagay na makaaapekto rin daw sa kasundaluhan at masa.

"The AFP has the prerogative to recommend against a ceasefire and not give the masses a reprieve from their bombings and killings.It is their choice not to give their men some time fror rest," ayon kay Valbuena.

"We await the [CPP] Central Commitee order [on ceasefire] which may be issued a week before holidays."

Nakaraang tigil-putukan

Disyembre 2019 nang maunang magdeklara ng ceasefire ang mga komunista mula ika-23 ng Disyembre hanggang ika-7 ng Enero — bagay na naging epektibo lang nang magdeklara rin ng tigil-putukan ang gobyerno.

"This ceasefire order shall take effect upon issuance of the corresponding and reciprocal ceasefire orders in the form of Suspension of Military Operations (SOMO) and Suspension of Police Operations (SOPO) to be issued by the Government of the Republic of the Philippines," sabi ng CPP Central Committee noong nakaraang taon.

Naulit noong 2020 ang ceasefire sa dalawang panig sa pagtindi ng coronavirus disease (COVID-19) pandemic — bagay na in-extend pa ng CPP hanggang ika-30 ng Abril.

Sa kabila niyan, hindi pinalawig ng gobyerno ang kanilang tigil-putukan at pinanatili lang ito hanggang ika-15 ng Abril.

Inireklamo noon ng Malacañang ang diumano'y pag-atake ngh NPA sa mga sundalo sa Rizal, na patunay diumanong kawalan nila ng sinseridad sa pakikipag-usap.

Sa kabila niyan, walang binanggit ang CPP tungkol sa nasabing "Rizal clash" sa kanilang March 2020 anniversary statement, at iginiit na pinatitindi nila ang pagtulong sa mga sibilyan sa gitna ng COVID-19 pandemic.

"[The NPA's medical units] give special attention to the elderly and pregnant women, help care those who have been infected and promote personal hygiene and community sanitation," sabi noon ng mga komunista.
