MANILA, Philippines — Pormal nang inilagay ni Pangulong Rodrigo Duterte ang buong isla ng Luzon sa "state of calamity" buhat ng sunud-sunod na bagyong dinanas nito simula pa noong Oktubre.

Ito ang kinumpirma ng Malacañang sa pamamagitan ng Proclamation 1051, bagay na inilabas ngayong Miyerkules at nilagdaan ni Executive Secretary Salvador Medialdea.

"NOW, THEREFORE, I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby declare a State of Calamity in the entire Luzon Island Group," ani Digong.

"All department and other concerned government agencies are hereby directed to implement and execute rescue, recovery, relief and rehabilitation work in accordance with pertinent operational plans and directives."

Matatandaang una na itong inirekomenda ng National Disaster Risk Reduction and Management Council alinsunod na rin sa Republic Act 10121.

Aniya, labis daw kasing naapektuhan ng sunod-sunod na bagyo gaya ng Typhoon Quinta, Super Typhoon Rolly at Typhoon Ulysses ang nasabing kumpon ng mga isla.

Sa Typhoon Ulysses pa lang, 73 na ang namatay. Pwera pa 'yan sa mga sugatan, nawawala at casualty ng mga naunang bagyo.

Bago 'yan, matatandaang pumasok din sa Philippine Area of Responsibility ang bagyong "Pepito," "Siony" at "Tonyo."

Ayon sa Republic Act 10121, idinedeklara ang state of calamity tuwing may:

  • mass casualty
  • matinding pinsala sa ari-arian
  • pagkasira ng kabuhayan, kalsada at normal na pamumuhay ng tao dahil sa "natural or human-induced hazard"

"All department and other concerned government agencies are also hereby directed to coordinate with, and provide or augment the basic services and facilities of affected LGUs," patuloy ng dokumento.

"Law enforcement agencies, with the support from the Armed Forces of the Philippines, are hereby directed to undertake all necessary measures to ensure peace and order in affected areas, as may be necessary."
