MANILA, Philippines — Isang linggo pa lang ang nakalilipas matapos patayin ang chairperson ng Anakpawis party-list, isang human rights activist naman mula sa Lungsod ng Bacolod ang pinaslang, Lunes nang gabi.

Ayon sa mga ulat, 8:00 p.m. nang pagbabarilin hanggang mapatay ang 39-anyos na paralegal ng Karapatan—Negros na si Zara Alvarez sa baranggay ng Eroreco, ika-17 ng Agosto.

Naninilbihan siya bilang research and advocacy officer ng Negros Island health Infegrated Program (NIHIP).

Si Alvarez na ang ika-13 miyembro ng Karapatan na pinaslang sa ilalim ng administrasyon ni Pangulong Rodrigo Duterte.

"When will the killings stop? We just buried a peace advocate yesterday and we’re not even through with mourning his death and we now have to grapple with the killing of one of our colleagues!" sabi ni Cristina Palabay, secretary general ng nasabing organisasyon.

Noong nakaraang Lunes lang nang pagsasaksakin at barilin din ang lider-pesante at peace consultant na si Randy Echanis — eksakto pitong araw na ang nakararan. Kanilang paniwala, pagtatanim ito ng takot sa mga kritiko lalo na't batas na ang Anti-Terrorism Act of 2020.

"Zara Alvarez was a fierce and dedicated human rights defender, and her death is a tremendous loss for all of us and those who worked with her in advancing and defending people’s rights and we strongly call for justice," patuloy ni Palabay, habang sinasabing may death threat na si Alvarez noong Hulyo.

"The military and police never ceased in harassing her even as she was distributing rice to impoverished members of her barangay just last April amid the mass hunger caused by the lockdowns. We have no doubt that State forces are behind her merciless murder."

Oktubre 2012 lang nang kasuhan si Alvarez kasama ang 42 iba pa para sa reklamong murder ngunit napawalang-sala rin Marso 2020 dahil sa kakulangan ng ebidensya.

Kasama rin aniya si Alvarez sa mga idinikit na poster sa paligid ng Bacolod para iugnay siya at iba ang iba pang human rights advocates gaya ng napatay na si Benjamin Ramos sa kilusang komunista.

Proscription list, naging hitlist?

Bago mapaslang, kasama ang pangalan nina Alvarez, Echanis at napatay na NDFP consultant na si Randy Malayo sa 600 pangalang ipinadedeklarang "terorista" ng Department of Justice (DOJ) noong 2018. Naabsweldo na ang kani-kanilang pangalan doon at dalawa na lamang ang natira sa ngayon.

Pangamba tuloy ng Bayan Muna party-list, maaaring "iniisa-isang" patayin ang mga nasa listahang ito ng DOJ lalo na't tutol sila sa kasalukuyang administrasyon.

"[I]t seems that the said list has become a hitlist of sorts as many of those named are now either arrested on trumped-up charges or worse, ended up being assasinated," sabi ni Deputy MInority leader Carlos Zarate sa isang pahayag.

"We demand a stop to this murderous rampage and terror, even as we seek j justice for Zara and other victims of extra-judicial killings and we will not stop until it is served."
