'Water interruption ginagamit para ipagtanggol ang isa pang Chinese loan'

MANILA, Philippines — Binatikos ng ilang grupo ang diumano'y paggamit ng gobyerno sa pagkaantala ng suplay ng tubig para bigyang katwiran ang panibagong "kwestyonableng" utang sa Tsina.

Kahapon, sinabi kasi ni Finance Secretary Carlos Domingez III na sinyales ang krisis sa tubig para pabilisin ang pagtatayo ng Kaliwa Dam.

"Absolutely. Had [the dam] been done before the water crisis, this had been much less serious or much less of a threat," sabi ni Dominguez sa mga reporter.

Bahagi ito ng New Centennial Water Source, na magtatayo ng dam sa Kaliwa River basin (Laiban Dam) sa Tanay, Rizal at Kanan River (Kaliwa Dam) sa Gen. Nakar, Quezon.

Nagkakahalaga ang NCWS – Kaliwa Dam Project ng P18.7 bilyon.

Pero hindi naman interesado sa naturang proyekto ang ilang sektor.

"Maybe Dominguez should address first the mismanagement and greed of Manila Water and not use our people's woes to pitch for another potentially onerous China project," sabi ni senatorial bet at Bayan Muna Chairperson Neri Colmenares.

Aniya, mapapalayas nito ang libu-libong katutubo mula sa kanilang ancestral domain at maglulubog daw lalo sa bansa sa utang.

Ilulubog daw ng NCWS Project ang 28,000 ektarya ng lupain.

“As if on cue, in the midst of this unwarranted water problem, Sec. Dominguez is again floating the Laiban Dam project, the parent of the Kaliwa-Kanan dam proposals, that has been on and off since the Martial Law years that would evict the Dumagats and Remontados indigenous peoples from their ancestral lands,” dagdag ni Colmenares.

Kasalukuyang nagpapatupad ng water service interruption ang Manila Water sa Metro Manila at Rizal.

Nangyayari ito habang sumadsad sa pinakamababang lebel sa loob ng 21 taon ang La Mesa Dam ngayong umaga.

Maliban sa Kaliwa Dam, pumasok din ang Pilipinas sa loan agreement sa Tsina para i-finance ang P3.6 bilyong Chico River irrigation loan.

"Hindi dapat ginagamit ni Secretary Dominguez ang kawalan ng tubig ngayon sanhi ng mismanagement at pagkaganid ng Manila Water para ilubog na naman tayo sa utang sa China," sabi ni Colmenares.

Class suit

Samantala, inudyok naman ni Anakpawis Rep. Ariel Casilao ang publiko na maghain ng "class suit."

Aabot daw kasi sa 1.2 kabahayan sa east zone at ilang bahagi ng Rizal at Cavite ang apektado ng krisis sa tubig.

Magtatagal ng tatlong buwan ang pagkaantala ng suplay ng tubig ayon sa Manila Water.

"We urge those affected to demand the scrapping of the concession agreement of Manila Water, and to totally demand the repeal of privatization of water utilities, paulit-ulit lang ito hangga't ang tubig na basic need nating lahat ay kontrolado ng private sector," wika ni Casilao.

Epekto sa kalikasan

Sa kabila ng problema sa tubig, nangangamba naman ang ilang watch group na palalain ng water shortage ang problema sa basura.

Ayon sa EcoWaste Coalition, marami na sa mga kainan ang nagsimulang gumamit ng mga plastic na kutsara, tinidor, cup at disposable plates dahil hindi makapaghugas.

"The increased demand for disposable items during this time of water scarcity will surely add to the volume of residual garbage that generators from households to business establishments churn out every day," ayon kay Aileen Lucero, national coordinator ng EcoWaste Coalition.

Kaugnay ito ng idineklarang anim hanggang mahigit 20 oras na service interruption araw-araw ng Manila Water hanggang magsimula ang tag-ulan.

“With taps running dry, we fear that more people and businesses will be encouraged to buy and use more single-use plastic disposables during the waterless period,” ani Lucero.

“The water shortage, we hope, will be resolved soon to satisfy the people’s right to water, a basic consumer and human right, and to discourage the wasteful use of plastic disposables.”

Noong isang linggo, matatandaang naglabas ng pag-aaral ang Global Alliance for Incinerator Alternatives tungkol sa problema ng Pilipinas sa single-use plastics.

Ang mga plastic ay itinuturing na non-biodegradable o hindi nabubulok, dahilan para magkalat ang mga ito kung saan-saan nang matagal na panahon.
