P2-B bidding sa BFAR
Isinumbong kay Digong
MANILA, Philippines — Inireklamo sa tanggapan ni Pangulong Duterte ang bidding process sa Bureau of Fisheries and Aquatic Resources (BFAR) para sa P2 bilyong Integrated Marine Environment Monitoring System na nakadisenyo na agad para sa isang kinikilingang bidder.
Isinumbong sa tanggapan ni Pangulong Duterte, Agriculture Sec. Manny Piñol at Ombudsman Samuel Martires gayundin kay COA chief Michael Aguinaldo ang itinakdang technical specifications ng Integrated Marine Environment Monitoring System na pabor umano sa bidder na SRT Marine System.
Ang nasabing proyekto ay nakatakdang magbigay ng proteksyon sa mga likas yamang dagat ng bansa.
Ayon sa isang bidder sa nasabing proyekto na nagkakahalaga ng P2,097, 819, 200, tahasang paglabag ito sa section 18 ng 2016 revised Implementing Rules and Regulations (IRR) ng Procurement Act (RA 9184).
Ang management ng SRT Maritime System ay mayroong malalim na relasyon sa Department of Agriculture at chairman ng Technical Working Group (TWG) ni John Pagaduan sa pamamagitan ng dating Leyte Vice-Gov. Sheffered Tan.
“Based on the stated facts, if the procurement of the tailor-fitted project will push through, this will be disadvantageous to the government and only corrupt officials will benefit the said funds which come from the government taxes of the hardworking Filipino citizens,” nakasaad pa sa reklamo ng bidder.
Samantala, sinabi naman ni Sec. Piñol na normal lamang na mayroong magreklamong bidder kapag mayroong bidding process.
