Nadismis na mayor ipinapaaresto
MANILA, Philippines — Ipinagutos kahapon ng Quezon City Regional Trial Court Branch 215 ang pagaresto kay dis missed Mayor Artemio Q. Chan ng Pozorrubio, Pangasinan kaugnay ng kinasasangkutang graft na may kinalaman sa pagpapalabas umano ng pekeng dokumento.
“After a careful evaluation of the allegations in the Information and supporting documents attached thereto filed on April 2, 2018, this Court is convinced that probable cause exists for the issuance of Warrant of Arrests against Artemio Que Chan & Daniel Mintar Sarmiento, Jr. Accordingly, let Warrant of Arrests be issued against the accused,” nakasaad sa kautusan ni QC Presiding Judge Rafael G. Hipolito .
Una nang napatunayan ng Ombudsman na ang mga akusado ay liable dahil sa grave misconduct at serious dishonesty na nag-ugat sa naisampang kasong kriminal at administratibo ng mag-asawang Ly-Ar C. Punzalan at Cherilyn O. Buyao.
Sa desisyon noong Nob. 22, 2016 na inaprubahan at nilagdaan ni Ombudsman Conchita Carpio-Morales noong August 3, 2017 inutos ang pagsibak kay Chan sa puwesto dahil sa naturang kaso. Nakaapela ngayon sa Court of Appeals ang usaping ito.
Si Chan ay nahaharap din sa bagong criminal complaints dahil umano sa pagpeke ng public document at usurpation of official function sa Office of the Ombudsman.
Ito ay may kinalaman naman sa reklamo ng mag-asawang Guadencio O. Torralba Jr. at Rachelle Legaspi-Torralba, at mag-asawang Larry L. Alutaya Jr. at Ryzzamae M. Quinto dahil sa paglabag sa Anti-Graft and Corrupt Practices Act (RA 3019).
Inakusahan ng mga complainant si Chan at municipal employee Daniel M. Sarmiento Jr. na nagkutsabahan para maipalabas ang pekeng certificate of marriage.
“It was clearly established that he (Chan) failed to actually officiate complainants’ marriage, yet, he certified in the Certificate of Marriage that complainants appeared before him and he solemnized their marriage,” nakasaad pa sa resolution ng korte.
