PCSO director umalma sa isyu ng guarantee letter

MANILA, Philippines – Kinuwestyon ni Philippine Charity Sweepstakes Office (PCSO) Director Atty. Mabel Mamba ang mga dokumentong hawak ni Rep. Elpidio Barzaga na nagsasaad na mayroong mga guarantee letters ang ina­aprubahan nang hindi dumaraan sa tamang proseso.

Sa dokumentong inilabas ni Bargaza, inakusahan si Mamba, General Manager Jose Ferdinand Rojas at iba pang miyembro ng board na nagpapalabas sila ng guarantee letters nang walang kaukulang hakbangin.

Nilinaw ni Mamba na ang memorandum na nakuha ng kongresista mula sa Charity Sector ay hindi naman naglalaman ng pangalan at bilang ng mga tao na nakakuha ng financial statement mula sa PCSO.

“The document Rep. Barzaga referred to is a memo by someone from the Charity Sector which Chairman Ayong (Maliksi) asked to prepare. However, I don’t think the document states the number of people helped with that 100 million plus in assistance,” saad ni Mamba.

Ipinaalala pa ni Mamba na palagiang nakakukuha ang kanilang Charity Sector ng excellent rating sa Anti-Red Tape program ng Civil Service.

“The process is thoroughly monitored. Commission on Audit (COA) would have also raised a howl if we personally disbursed that amount,”  dagdag ni Mamba.

Sa pagdinig sa Kamara, ibinulgar ni Barzaga na umaabot sa P364 million ang inaprubahang outright grants ni Rojas noong 2015.

Nakasaad din sa dokumento na nasa P156.7 million naman ang inaprubahan ni Mamba habang P64 million sa isa pang board member na si Betty Nantes.?

Ipinaliwanag ni Mamba na maraming mga alkalde, kongresista at maging mga senador ang nag-eendorso ng mga pasyente sa kanyang tanggapan.

Binigyang-diin pa ni Mamba na kahit dumaan sa kanyang tanggapan ang request, ang kanilang mga social worker pa rin ang mag-aassess at gagawa ng final recommendation at approval.

“I don’t remember any assistance amounting to P5 million that went to the board in the last few years. When the assistance is P5 to10M, that’s the only time it goes up to the Board but we decide on it as a collegial body. Beyond 10M, it goes to the Office of the President for approval,” pahayag pa nito.
