Libreng almusal sa public schools itinutulak

MANILA, Philippines – Libreng agahan ang isinusulong ng isang mambabatas para sa mga estudyante ng pampublikong paaralan sa buong bansa.

Inihain ni Cebu City 1st district representative Raul Del Mar na maging parte ng public education system ang libreng agahan kung saan ihahain ang fortified instant noodles, iron-fortified rice o fortified biscuits upang matugunan ang malnutrisyon sa bansa.

Sinabi ni Del Mar na sa dating programa ay piling paaralan lamang ang nabibigyan ng libreng agahan, ngunit sa kanyang panukala ay gagawin ito sa buong bansa.

 â€œIt shall be implemented in all public schools throughout the country since almost all school children enrolled therein come from poor families and suffer from undernourishment and malnourishment, which affect their capacity to attain and maintain average academic performance,” paliwanag ng mambabatas.

“These children coming to school with practically no breakfast from home cannot be expected to absorb their lessons in school while suffering hunger pangs,” dagdag niya.

Aatasan ang Department of Education at Department of Social Welfare and Development (DSWD) sa paglalaan ng pondo para sa libreng agahan ng mga estudyante sa day care, pre-school, at elementarya, ayon sa panukala.

Gagawing panghikayat din ni Del Mar ang pagbibigay ng isang kilong bigas upang hindi lumiban ang mga estudyante sa klase.

“There is an urgent need to fine-tune this program of the DepEd and enhance the same by providing a free breakfast program not only to day care centers and preschools but also in all public elementary schools in the country,” sabi ni Del Mar. 

Nakasaad din sa panukala ang pakikipag-ugnayan ng DepEd sa mga Parents Teachers Association upang maisaayos ang programa.

Isasama ang pondo ng programa sa taunang General Appropriations Act.
