Anti-Chacha bill isinulong ng baguhang mambabatas

MANILA, Philippines – Nanawagan ang isang baguhang kongresista sa kanyang mga kapwa mambabatas na suportahan ang House Resolution No. 13 na layuning kontrahin ang Charter change.

Ayon kay Anakpawis partylist Rep. Fernando Hicap, ang panukalang batas ay may layung protektahan ang national patrimony at economic sovereign rights ng bansa mula sa mga dayuhang investors.

Inihain ni Hicap ang HR No. 13 o ang "Opposing the Aquino Administration's Plan to Amend or Revise the 1987 Philippine Constitution By Removing the Restrictions against Foreign Ownership of Lands and Foreign Military Bases, Troops and Facilities" noong Hulyo 1.

Tinukoy ni Hicap ang Section 10, Article XII ng Saligang Batas na : "The Congress shall, upon recommendation of the economic and planning agency, when the national interest dictates, reserve to citizens of the Philippines or to corporations or association at least 60 per centum of whose capital is owned by such citizens, or such higher percentage as Congress may prescribe, certain areas of investments.”

"The Congress shall enact measures that will encourage the formation and operation of enterprises whose capital is wholly owned by Filipinos. In the grant of rights, privileges, and concessions covering the national economy and patrimony, the State shall give preference to qualified Filipinos."

Kahapon ay muling isinulong ni House Speaker Feliciano Belmonte Jr. sa kamara ang Charter change.

Iminungkahi ni Belmonte, na inaasahang muling uupo bilang House Speaker sa 16th Congress, na amyendahan ang economic provisions ng saligang-batas, ayon sa isang ulat sa telebisyon.

Nauna nang sinabi ng mambabatasas na maka-a-akit ng mas maraming investors ang Pilipinas kapag inamyendahan ang economic provisions.

“My idea is not to change (the economic provisions) just for the sake of changing. We have so many resources that remain untapped unless we are able to fully develop them,” pahayag ni Belmonte kaugnay nang paghayin niya ng House Joint Resolution No. 1.

Sinabi ni Hicap na magreresulta sa re-colonialization ang Pilipinas kung hahayaang magkaroon ng 100 porsiyentong pagmamay-ari ng lupa ang mga dayuhan.
