Ayon kay PSC Chair-man Eric Buhain, ang naturang pagpapaliban ay base na rin sa talakayan at sentimiyento sa naganap na Luzon-Wide at Visayas-Wide Technical Assemblies na ginanap noong nakaraang buwan kung saan ang PSC National Programs Secretariat ang nagbigay ng suhestiyon na kanilang natanggap mula sa ilang local government units na idaos na lamang ang na-sabing dalawang Games matapos ang national elections sa Mayo.
"Holding the Luzon and Visayas Games after the elections will provide the concerned LGUs more time to prepare their delegations and generate the required funding for their participation," ani Buhain.
"Moreover, some LGUs have claimed their need to reformat their sports programs especially now that the PSC is introducing the reorientation and integration of other grassroots programs into both Games," dagdag pa ni Buhain.
Sa katunayan, nakatakda ng ipakilala ng PSC ang integration at magdaos ng sunod-sunod na iba pang grassroots programs tungo sa kanilang proposal na geographical qualifying multi-sport competitions gaya ng Luzon, Visayas at Mindanao Games na hinati sa ibat ibang age brackets.
