DSWD, DOH top anti-graft awards
MANILA, Philippines - For their continued efforts to implement anti-corruption measures, the Department of Social Welfare and Development (DSWD) and the Department of Health (DOH) took top honors in the 2009 Integrity Development Action Plan (IDAP).
Presidential Anti-Graft Commission (PAGC) Secretary Constancia de Guzman handed out the awards at the 2nd Semester 2009 Top Ranking IDAP Implementing Agencies ceremony at the LandBank Plaza in Manila last week.
De Guzman said that out of 177 government agencies, the DSWD and the DOH tied at the number one slot as the government agencies with the best efforts in implementing anti-corruption measures.
The two agencies have been first place awardees three times each since the IDAP started handing out awards in 2005. The DOH topped in year 2005, 2006 and 2009, while the DSWD got the recognition in 2007, 2008 and 2009.
The Land Bank of the Philippines ranked number one in the category of government-owned and controlled corporations (GOCC).
The PAGC official explained that winning an IDAP does not mean the agency has gotten rid of graft and corruption because “there is no scientific basis to measure corruption. This only shows the political will of the officials and their personnel.” Evelyn Z. Macairan
