Please, not another
NCAP Initials reports were scant on details regarding the unified ticketing system agreed upon the other day by the MMDA, the mayors of Metro Manila and the LTO, except that MMDA and the LGUs would give the LTO information on motor vehicles with recorded violations so these vehicles will not be able to get registered.
Since the NCAP (no contact apprehension policy) is still in limbo, I assume violations will be flagged by traffic aides/enforcers of the MMDA and individual LGUs. The agreement also set standardized fines for violations, which I hope are more rational and reasonable, commensurate to the violation.
But even before they start implementing this new system, can the MMDA and LGUs and LTO and all concerned agencies please ready the logistics, such as functioning traffic lights with countdown timers so a motorist knows if he/she can make it through an intersection and not get caught smack in the middle when the light turns yellow.
And also please train those traffic aides/enforcers on correct and unified interpretation of the rules because, as of now, what is allowed in one city is considered a violation in the next city.
A unified system sounds good in press releases, but pay attention to the details and let’s not have a repeat of the chaotic NCAP implementation. – Chito Sta. Maria, Bulacan
