Darkness covers the straight path

The management of the Priority Development Assistance Fund (PDAF) or pork barrel is the responsibility of our Government: the Office of the President and the Department of Budget & Management (DBM), together with implementing agencies such as the Department of Agriculture (DA) or the Department of Social Welfare & Development (DSWD).

Janet Napoles, apparently, is the orchestrator of the Government comprised of the DBM, DA, the LGUs and our legislators (The ‘Orchestra’) who, together, were able to perfect in harmony, legalizing this heinous crime of plunder.

The people who made their presence felt in Luneta came from all sectors of Philippine society. Some say they were leaderless. This is totally wrong. They are all leaders in their own right. They do not have to be led. About 80 percent of these are supporters of P-Noy and, therefore, expect much from the P-Noy Administration in terms of meaningful reforms and changes.

More importantly, the gathering in Luneta was a show of bewilderment and disgust; and, the people are demanding TOTAL DISCLOSURE. It is, therefore, incumbent upon the DBM, under the leadership of Secretary Florencio ‘Butch’ Abad, to report to their  “Bosses” how much PDAF they released from 2010 to 2012. Your mandate, which you so nobly state in your motto, is “Paggugol Na Matuwid: Diretso Sa Tao.”

Mr. President, you say that the GMA Government has mismanaged its PDAF. As such, we demand that the DBM totally disclose how the pork barrel was disbursed from 2010 to 2012 and what kind of review and fidelity were applied to check the validity and legal status of the beneficiaries. After full disclosure to the Filipino public of PDAF disbursements under your administration for the years 2010 to 2012, we can then compare how Ex-President GMA managed the PDAF from 2007 to 2009. We expect that your administration do better.

Ipinangako Nyo Sa Amin Ang Matuwid Na Daan, Mr. President. We believed in you and expected much honesty, sincerity, change and reform under your leadership, with no more of the abuses and corruption that characterized past administrations.

Kami Ang Boss Nyo, Di Po Ba? We now ask for transparency and Full Disclosure Of The Entire Legislative (Congress And Senate) PDAF Disbursements from 2010 to 2012 so that we, who supported you, Mr. President, will not feel betrayed.

Kailangan Po Namin Ng Paliwanag Galing Sa Inyo Para Magkaroon Ng Liwana Ang Tuwid Na Daan.

Sa Ating Mga Mambabatas, we cannot believe what some Congressmen and Senators claim that they did not sign, or that their signatures were forged. If this were so, how come in your 3 years as Congressmen or 6 years as Senators,  you did not file criminal charges against those who stole your PDAF, nor made any move to recover it?

Sa Mga Implementing Agencies, the Department Secretaries of agencies such as the Department of Agriculture (DA), the Department of Social Welfare and Development (DSWD) the Department of Education, Culture and Sports (DECS), etcetera, you should have been judicious in approving projects recommended by your Congressmen or Senator for these foundations/NGOs. You should have undertaken due diligence and made sure that the funds served the needs of legitimate beneficiaries in order to contribute to the anti-corruption program in support of Matuwid na Daan.

We do not contest the legality of PDAF. What we are concerned about is the blatant abuse of public trust in light of the IMMORALITY OF DISBURSEMENT OR RELEASE OF PORK BARREL.

What is morally wrong will NEVER be politically right, Mr. President. Gusto Pa Rin Naming Maniwala Sa Tuwid Na Daan Kaya, Mr. Abad, Voluntarily And With No Need For Demand From The President, Ireport Mo Na Sa Boss Nyo Ang Disbursement From 2010 To 2012.
