Civilized protocols
This is a particularly difficult letter to write because its sentiments almost certainly run counter to what many Filipinos may be feeling at this time or what many Chinese have manifested with little restraint. Therefore, this letter will most likely be misunderstood, but it must be written because Filipinos must not lose their bearing and self-respect even under these trying circumstances.
Most important of all, there is absolutely no justification for the ultimate fatal outcome of the recent hostage crisis involving mostly Hong Kong residents. It calls for a thorough investigation and determination of accountability and its just consequences.
Even in crisis situations, however, certain civilized protocols between peoples and nations are expected. Accordingly, we believe the following reminders are in order:
1. Both the Philippine government and individual Filipinos have profoundly conveyed their sorrow to the victims’ families and their government for the fatal hostage crisis and expressed their resolve to get to the bottom of the incident. It is unnecessary to keep repeating this apology or expect its repetitions. Humiliation, rudeness and insults are unacceptable and deserve no response or reassurance.
2. The Philippine government has voluntarily and unconditionally offered to send a high level delegation to Beijing and Hong Kong to formalize its owning of responsibility for the incident and to personally extend its apology and resolve to Chinese and Hong Kong officials. This gesture has been declined and a condition indicated for its possible future acceptance. Given this reaction, the Philippine government should consider this offer as officially withdrawn. Let future communication be handled through diplomatic channels.
3. Any suggestion of backlash against Filipinos in Hong Kong is a two-edged sword and should immediately be put to rest. This idea is totally thoughtless and irresponsible.
4. Just as it was wrong to talk about economic consequences while the hostage taking was ongoing, it is equally wrong for economic considerations to be paramount in dealing with the aftermath of the incident.
5. The Philippine government must not let its guard down. The weakness it displayed in this incident provides a golden opportunity for foreign governments to try to interfere in our internal affairs.
