Course for local legislators

MALOLOS CITY, Philippines -—The Bulacan State University (BulSU) has developed a certificate course for local legislators in a attempt to produce a new generation of leaders who will be responsive and accountable.

Dr. Ray Naguit, director of the Institute of Local Government Administration (ILGA), the training arm of the university said that Local Governance Specialist certificate course will start next month.

The course is a comprehensive four-part capability development program for local government units of Bulacan.

 Naguit said that the new course is an intensive training course that covers crafting of ordinances, tax ordinances and resolutions, parliamentary procedures, committee public hearing, quasi-judicial functions,  legislation on fiscal management, oversight functions, management of the Sanggunian, backstopping and tracking analysis of ordinances to codification of ordinances.

He added that Naguit said that the certificate course shall initially offer the seven Saturday training Excellence in Local Legislation for re-elected and newly-elected members of Sangguniang Bayan/Lungsod, Sanggunian Secretaries and legislative staff. 

 This program is developed in collaboration between BulSU-ILGA and the Department of Interior and Local Government-Bulacan (DILG-Bulacan).

 Naguit explained that course aims to close the gap between the will to serve and the capacity to serve of public officials where excellent management of municipal corporations shall bring immense benefits to the people and development of communities.
