MANILA, Philippines - Four faculty members have been named recipients of the UP President Edgardo J. Angara (UPPEJA) Fellowship Award. They are Prof. Raul Fabella of the UP School of Economics (UPSE) in UP Diliman (UPD), Prof. Raul Pangalangan of the UP College of Law in UPD, Prof. Ramon Pedro Paterno of the Institute of Health Policy and Development Studies in UP Manila, and Prof. Gerardo Sicat of the UPSE in UPD.
The UPPEJA Fellowship Award was established to promote high-level policy discussions and research on topics that address national development goals. They include areas such as science and technology, health, education, agriculture, environment and natural resources, labor and employment, public finance and public administration, institutions and governance. The UPPEJA Fellowship Award is funded by an endowment set up by the friends and family of former UP president, Sen. Edgardo J. Angara.
The fellowship is awarded to regular full-time UP faculty members who have distinguished themselves in policy research and have demonstrated a commitment to service, in both the public and private sectors. The fellows will each receive a substantial grant to pursue their proposed policy research which will later be presented in a public forum and published in a public policy journal. The fellowship term is for one year.
Prof. Raul Fabella will undertake a study of government procurement procedures in aid of creating legislation; Prof. Raul Pangalangan, meanwhile, will study the Asian experience of constitutional adjudication; Prof. Ramon Pedro Paterno, on the other hand, will take a look at the limitations of financing Universal Health Care through PhilHealth; and finally, Prof. Gerardo P. Sicat will take a broad look at Philippine development issues.
The award will formally be awarded by Sen. Edgardo Angara and UP President Emerlinda Roman on January 2011.
