Bulacan Gov. Fernando at TCSC officials, nireklamo sa Ombudsman
INIREKLAMO ng isang alyas Francisco Balagtas sa Office of the Ombudsman sina Bulacan Gov. Daniel Fernando, Vice Gov. Alex Castro at ang mga opisyal ng TCSC Corporation kaugnay sa P500 million Bulacan River Restoration Project.
Pinaboran umano nina Fernando ang TCSC na pinamumunuan ni Dionesio V. Toreja; Engr. Bernie Pacheco, Vice President for Mining para makuha ang proyektong hindi dumaan sa tamang proseso at public bidding.
Sa reklamo ni Balagtas, nakipagsabwatan umano sina Fernando at mga opisyal ng TCSC para mapasakamay ang proyekto nang walang bidding na taliwas sa Section 3 (e) of Republic Act 3019 (Anti-Graft and Corrupt Practices Act).
Ayon pa sa reklamo ni Balagtas, tinanggihan nina Fernando ang inisyatibo ng San Miguel Corporation (SMC) na libreng dredging.
Nilabag nina Fernando at TCSC officials ang Department of Public Works and Highways Department Order No. 139, Joint Memorandum Circular No. 1 series of 2019 at Department of Environment and Natural Resources (DENR) Administrative Order 2020-07. Nakasaad dito na ang mga regulatory frameworks, guidelines sa mga environmental projects at public-private partnerships gaya ng Bulacan River Restoration Project ay dapat may transparency, accountability, at tumatalima sa government procurement.
