OPAP: Kaagapay ng gov’t at masang Pilipino

BINABATI namin nina President Erap at Sen. Jinggoy ang mga bagong halal na opisyal ng Overseas Placement Association of the Philippines (OPAP) para sa taong 2015-2017.

Ang OPAP ay binubuo ng 500 lisensiyadong recruitment agencies na dumaan sa masusing pagsusuri ng Philippine Overseas Employment Administration (POEA).

Ang mga bagong opisyal ng OPAP ay sina Chairwoman Acela C. Quibrantar ng YWA Human Resources; President Alicia B. Devulgado ng ABD Overseas Manpower Corp.; Board Secretary Yasmin Z. Madami ng 99 Manpower Services Corp.; Executive Vice President (Sea-based) Alex P.Quillope ng APQ Ship Management Co. Inc.; at Executive Vice President (Land-based) Meriam G. Sibbaluca ng Transnational Services Inc.

Kasama rin sa nahalal bilang mga bagong opisyal ng OPAP sina  Vice President for Legal Affairs Romeo P. Nacino ng Pert/CPM Manpower Exponents Co., Inc.; Vice President for Internal Affairs Ma. Bulaklak G. Ormasa ng Ideal Placement and Manpower Services; Vice President for External Affairs Robert R. Si Robert Ricohermoso ay isa ring mamamahayag at kasalukuyang Director ng National Press Club of the Philippines.

Ang OPAP ay kaagapay ng Department of Labor and Employment (DOLE) kabilang ang POEA upang mapangalagaan ang interes ng masang Pilipino habang nagtatrabaho sa ibang bansa.

Ang ilang mga milestone ng OPAP ay ang mga sumusunod:

Matapos maitatag ang OPAP sa ilalim ng pamumuno ni Emilio Bonoan noong Marso 17, 1977 ay pinirmahan ni Pangulong Ferdinand Marcos ang Presidential Decree No. 1412 na nagbigay daan upang palawakin ang partisipasyon ng mga lisensyadong recruitment agencies noong Hunyo 7, 1978.

Naisulong din ng OPAP sa ilalim ng pamamahala ni Dr. Caroline Rogge kay Pres. Corazon Aquino ang Proclamation 91 noong Marso 18, 1987 upang maideklara ang Marso 22-28, 1987 at kada taon bilang Overseas Filipino Contract Workers’ Week o mas kilala ngayon Filipino Migrant Workers’ Week.

Sa pamamagitan ng OPAP sa ilalami ng pamumuno ni Eduardo Mahiya, nagsagawa ang pamahalaan ni President Erap noong Augusto 24, 1999 ng Special Summit on Overseas Employment upang tugunan ang iba’t ibang problemang kinahaharap ng mga migrantanteng Pilipino at mga lisensiyadong recruitment agencies.

Sinabi ni Ricohermoso na nangangako ang bagong halal na opisyal ng OPAP sa ilalim ng pamumuno ni Alicia Devulgado na lalo nilang pag-iibayuhin, itaguyod, palakasin at linisin ang hanay ng recruitment industry sa bansa.
