Edukasyon para sa kababaihan

ANG intelektwal na kapasidad ng kababaihan ay may direktang kaugnayan sa pag-unlad ng lipunan at mamamayan. Naobserbahan sa isinagawang mga pagsusuri na ang mga nakapag-aral na ina ay nakapagtuturo sa kanilang mga anak ng basic literacy skills na nagagamit ng mga ito upang magkaroon sila ng produktibo at maunlad na buhay sa hinaharap.

Nalilimita, kundi man nasasayang, ang potensyal ng mga babaeng hindi nagkakaroon ng sapat na oportunidad sa edukasyon, at ito naman ay nagreresulta sa mabagal na pag-unlad ng lipunan.

Marami nang hakbangin na isinagawa ang pamahalaan pati na rin ang pribadong sektor at mga institusyon upang mapalawak ang education opportunities para sa kababaihan tulad ng pagtatayo ng dagdag na mga iskwe­lahan kahit sa mga liblib na lugar. Pero nananatiling sagka rito ang mataas na gastos sa edukasyon partikular ang matrikula kaya malaking porsyento pa rin ng kababaihan hindi lang sa malalayong kanayunan kundi maging sa urban centers ang hindi nakapag-aaral.

Eksaktong solusyon dito ang isinusulong ni Sen. Jinggoy Ejercito Estrada na Senate Bill 563 (Establishing a women’s higher education scholarship trust fund).

Ito ang ilan sa isinasaad ng panukala:

A.) The State recognizes the special role of women in societal development. Hence, there is a compelling need for the State to provide better higher education opportunities for women not only as a matter of right but because of their peculiar role as potential teachers of their children.

B.) A special scholarship fund to be known as the Women’s Higher Education Scholarship Fund is hereby created to be administered by the Commission on Higher Education.

C.) The scholarship fund shall be made available to all qualified graduating Filipino female high school students through a competitive process whose rules and regulations shall be formulated by the CHED. Criteria for the selection process shall include intellectual aptitude as well as financial need.

D.) The amount of tuition fees and allowances per student shall be determined by the State institution where the student shall be enrolled.
