Tulong panghanapbuhay sa PWDs
IPINUPURSIGE ni Senator Jinggoy Ejercito Estrada ang Senate Bill 2314 (Persons with Disability Employment Facilitation Office (PWDEFO) Act of 2014). Aniya, “Isinasaad ng ating Saligang Batas ang ‘promotion of full employment and equality of employment opportunities for all.’ Kaugnay nito ay nilalayon ng aking panukala ang partikular na pagsusulong at pagpapalawak ng employment opportunities para sa persons with disabilities (PWDs) at mapalakas pa ang kasalukuyang mga hakbangin ng pamahalaan para sa kanila sa lokal na antas.”
Itinatakda ng panukala ang mga sumusunod: There is hereby established in all capital towns, key cities and other strategic areas, a Persons with Disability Employment Facilitation Office (PWDEFO), which shall: (1) be community-based and maintained largely by local government units and non-government organizations or community-based organizations (CBOs); (2) be linked to the Department of Labor and Employment (DoLE) for coordination and technical supervision, and for national employment service network; ensure prompt, appropriate and timely employment facilitation service for PWDs; (3) provide a venue where PWDs could find and explore various employment options and seek training assistance for possible employment; (4) serve as a referral and information center for various services and programs being provided by the DoLE and other government agencies; (5) provide PWDs with sufficient information on employment opportunities and labor market situation in the area; (6) network with other PWDEFOs within the province and/or region on employment opportunities; encourage employers to submit to the PWDEFO on a regular basis a list of job vacancies available for them in their respective establishments;
(7) develop training modules and undertake employabi-lity enhancement trainings/seminars, occupational counse-ling, career guidance, mass motivation and values development activities for PWDs; (8) provide PWDs with access to various livelihood and self-employment programs offered by both government and NGO provide reintegration assistance services to PWDs who are retrenched or terminated; and (9) undertake Job Fairs periodically all over the country to bring together in one venue PWD job seekers and employers for immediate matching; and (10) Livelihood and Self-Employment Bazaars to give PWDs information on the wide array of livelihood programs.
