Panukalang ‘Green Collar Jobs promotion’

Ipinupursige ni Senator Jinggoy Ejercito Estrada ang Se-nate Bill 2315 (Promoting Green Collar Jobs, o mga trabaho at industriya na maka-kalikasan).

Aniya, “There is a need to support green employment or green collar jobs through promotion of ecological protection and development of renewable sources of energy. Such scheme would create thousands of new jobs which would address the high unemployment rate in the country and at the same time, help in improving the sustainability of the environment.”

Maituturing aniya na green collar jobs yung may kaugnayan sa “design, manufacture, installation, operation, and/or maintenance of renewable energy and energy efficiency technologies.”

Alinsunod sa panukala:

• A Green Collar Jobs Council shall be established under the Department of Labor and Employment, and shall be headed by the Secretary of the DoLE and will have the Secretaries of Department of Trade and Industry, Environment and Natural Resources, and Energy, and the Director-General of the National Economic Development Authority as members. Four representatives from the private sector and non-government organizations representing management and industry, environmental and conservation advocacy, academic community and local government shall be appointed.

•The Council shall formulate and implement a Strategic Initiative for Creation of Green Collar Jobs… to stimulate the growth of new markets for green products and services; address the need for a highly skilled and well-trained workforce for green economy; and link green collar job opportunities with entities, agencies and corporations, including training programs to assist and prepare specific sectors such as displaced and retrenched workers, at-risk youth and out-of-school youth, students, veterans, persons with disabilities and others facing barriers to employment.

• The DoLE shall announce green collar jobs opportunities in areas as: Coastal clean-up and bay watch projects; Reforestation and tree planting; Construction and designation of bike lanes and installation of solar-powered street lights and other clean energy initiatives; Garbage collection; Planting and replanting of coconut trees to ensure bio-fuel feed stock; Refitting public utility vehicles with liquefied petroleum gas; and Re-electrification of barangays using solar panels and hydro-electric grids.”
