Tulong ng microenterprises sa mga maralita
MALAKING tulong sa pag-unlad ng ating bansa ang ma liliit na mga negosyo (microenterprises) sa mga kababayang nasa mahihirap na komunidad. Ito ang binigyang
-diin ng aking anak na si Senate President Pro Tempore Jinggoy Ejercito Estrada.Kaugnay nito, ipinupursige niya ang pagpapatibay sa iniakda niyang Senate Bill No. 2971 (Microenterprise development institutions act.)
Ayon kay Jinggoy, “The national goal towards poverty alleviation and livelihood promotion entails an enormous responsibility and a long-term effort. With the wide range of social, economic and political aspects that need to be addressed, it takes more than the government to realize this goal.”
Base sa kanyang panukala: “It is hereby declared the policy of the State to pursue a program of poverty eradication wherein poor Filipino families shall be encouraged to undertake entrepreneurial activities…; the government shall support and work in partnership with qualified institutions in the private sector providing general and other entrepreneurial services to the poor.”
Sentro ng panukala ang pagpapalaganap ng microenterprise development institutions (MICRODEVs) na tutulong sa mga maralitang pamilya upang sila ay makapagtayo at makapagpatakbo ng kahit gaano kaliit man lang na negosyo.
Pangunahing tungkulin ng MICRODEVs ang mga sumusunod: 1) Provide the poor access to reasonable and affordable credit and related services including micro-finance, microinsurance, health care and microhousing; 2) Provide business de velopment opportunities such as leadership training and entrepreneurial skills training; 3) Provide human development services to help the poor achieve a level of sus tainability and empowerment; 4) adopt mea sures to promote a spirit of generosity and selfless giving among individuals and institutions that would help support all programs directly involved in poverty eradication.
